Making Neutral Empires Surrender?
 
Does anyone have a good technique for making Neutral AI's surrender without killing them totally or using troops?

By the data files, they will surrender based primarily on the difference in scores. I believe you need 10x their score to make them surrender. There may other modifiers based on their mood toward your empire.

Build a fleet of 10 ships, with CS missiles. Make peace with them. Send your fleet to their world. Break the treaty, bomb their planet, and demand surrender. Do this until they surrender or until your ship obliterate them.

Then their colony planets will surrender.

Glass every colony they own except for a moon. Ask for surrender every turn until they do.

If you use troops, capture a world breatheable for you but not for them. Use it to build ships. Their population rebels just like yours when there are enemy ships around, so they lose income -- from the only system they have.

Personally I found that if you destroy all of their ships (which should be easy since they can't leave system) they normally suttender. If they don't, just glass those pesky alien worlds.

That's probably because ship tonnage is a major contributor to score.

Sometimes it takes a little bit more than just glassing all the ships and colonies (except the homeworld), so what I generally do if I have some time to waste is park a fleet over their homeworld, and pound it slowly through tactical combat. Eliminate 1 Billion pop per combat, and every turn demand their surrender. It usually works before they get down to 2 Billion population left.
