Is there a difference between a scout and a spy?
 
Is there a difference between a scout and a spy?

I've seen references in the manual on certain spells saying you wont be able to see the effects without a spy. I've had scouts in provinces but it appears they just give you a rough estimate of troops and thats about it.

spys give more information than scouts. i'm not 100% sure, but i think they give magic sites, income, unrest, and maybe a couple more stats instead of just population.

Do only certain nations get a spy then?

I'm playing Hellheim and have yet to see one.

spies can also cause unrest whilst in a province, if given the right command.

There are other spies:
LA Man (Magister)
LA Ulm (illuminated & 2nd Tier)

There have to be some in EA, right?

I don't know about spies, but there are certainly stealth preachers in EA.

Almost all Helheim (EA) commanders are stealthy, and all of those except the basic scout are also priests, so they're stealthy preachers - but none of them are spies.

EA Pangea does have unrest increasing troops (sneaks, revelers), and coupling them with a stealth preacher (dryad) gives you nice offensive stealth options in EA, although they still lack good info. The dryad/sneak combo in particular, as stealth +20 across the board, are real hard to find even before the unrest spirals up.

All Pangea ages can do this, but they might be the only stealth unrest drivers in EA.

Helheim doesn't need spies because they can automatically spy on provinces where they have positive dominion. Other nations have other means of "scrying" on provinces, too.

Are you sure you don't have Helheim mixed up with Arcoscephale? Scrying dominion is Arco's province, not Helheim (and I've played a fair bit of Helheim)

I haven't said that Helheim is scrying on enemy provinces, but other nations do. I believe scrying is something different than what I described, although I never played a nation who does it so I don't know for sure. Helheim can see the population, income and resources of every province where they have a positive dominion.

Everyone can see population, income and resources in positive dominion, but Arco also gets reports on army strength as if they had a scout in the province in positive dominion.
