i guess non-binding if i understand that right.
its advised to make it public if you worry about the other signer.
You can make it secret too.

I try to make the game as simple as possible.

How big of a game are you thinking? I'd consider a medium-ish game, ~12 players, if that's what you had in mind.

I will be able to upload my pretender tomorrow. The beginning part of the week is just a hard time for me to get the pretender uploaded. (It is the most important turn of them all.)

No sites means no fixed sites as the original map.
For ex. Alexandria province always having a library.

So this setup is random sites as usual.

Your troop build up along the Tien Chi - Pythium border, ie. the ~300 troops in Lycia (173), and the ~160 troops in Cilicia (196), is very concerning to the Emerald Empire.

With your previous aggressive tendancies towards my people, it appears that you intend an all out invasion. Be warned that the Limitane of the Emerald Empire are prepared to fight, and I'm sure the international community will not look favorably upon your aggression.

Pythium should have thought better than sending armies so close to TienChis capital. Its not like our people is that passive.
