Smoothed Pop Settings Partial Mod

I am sure others would like this, so I have uploaded a Settings.txt file that has the population modifier scale modified so that it is incremented in 1% bonus steps instead of 10%. From 100 to 500 pop, every 80 pop gives a 1% bonus. After 500, every 100 pop gives a 1% bonus, instead of 1000 giving 10%.

I would submit this to MM as a suggestion for the final patch. It would be nice, it looks pretty, and it doesn't unbalance anything.
