Cultures.txt maintenance question

In cultures.txt, does a positive value for Maintenance meean reduced or increased maintenance? Engineers has a positive value which seems kind of odd given that the game says "+2 maintenance cost"...

+2 vs maintenance cost, or +2 maintenance reduction.

+ve modifiers on characteristics are always a good thing.

Odd that the game reports it on the abilities tab as "+2 to maintenance cost"... http://forum.shrapnelgames.com/image...s/rolleyes.gif
