Population loading Bug, modded.
 
Don't know if this has been noticed, but races that start in a system with 'random movement X' never have population loaded into their colonizers. Nearby planets are colonized with 0 pop, meaning nothing will ever be done/completed.

This is why you need to set those systems to not be allowable for starting locations. It is not so much a bug, as a quirk in the order that SE4 processes orders.

Ah, I see, the 'upkeep' before the turn gets processed (MTGO players will get the refrence http://forum.shrapnelgames.com/images/icons/icon12.gif ). Didn't even know the system had random movement, I selected it as a pre-generated starting place in the map creator without checking it. Ah well, sort of quick fix I added in 1 pop min as starting colonization. This would also hurt for carriers/sat layers etc as I guess their cargo is not loaded before they leave also (or maybe they come back?...)
