Troops and happyness

Does it matter if troops have weapons or not to inprove the happyness level of a population?

It doesn't, only quantity matters here, so police troops do not usually have weapons. (But if you are wary and expect someone to invade you, you may want to consider giving them a DUC or something along these lines)
