Crew Insurrection
Losing a ship with all your technology to a Crew inssurection Intel project is very damaging. I think it is more damaging than a level 2 Intel project.
Technological espionage is a level 3 and only loses one technology,not a whole ship worth. Crew innsurrection should be a level 4 project along with Puppet political parties, which is a level 4 project,and should cost more than Techno Espionage(150,000) does. I suggest 250,000 considering you're losing many technologies. What do you think? I think it is potentially that powerfull, but not always. besides, you have the ability to destroy it before it gets back to a shipyard for study. as far as the level of the project, its probably good where it is.
I would argue that its far easier to have a crew insurection than it is to get a planet to rebel. I will point to all the mig pilots that defected to the US during the cold war. now, the obvious counter to that is that the only warship of note that defected was in a Tom Clansey book, and we have puppet political parties all over the place.. but we dont have puppet politicians in any first world countries, and interplanetary empires are hopefully at least as organized as most modern nations in that respect. |

The sorts of factors that make for "defection" are not really accounted for in the current intelligence model, though. There was a huge difference in the contentment of the populations in the East and West during the Cold War. Lots of people wanted to come to the West from the East. Only a very few bothered to defect to the East from the West. If you've got twice as many tech levels as your opponents, and all your worlds are "jubilant" then you have a pretty high "standard of living" in your empire. What would motivate your crews to take a sleek modern warship and run away to the Gronk Empire where they don't have indoor plumbing in most cities yet? http://www.shrapnelgames.com/ubb/images/icons/icon7.gif The same goes for planetary rebellion. If you're doing a good job managing your empire then your own population, at least, ought to be almost rebellion proof. Conquered races, or races who represent STILL EXISTING empires outside of your own, are another matter entirely.

now THAT would be a cool factor to add into the intel opperation compuation. then you would have a use for those silly planetary weapons that lower the condidtion value of the planet, as you would have to use them before you could get a jubilent population to rebel. and its not all that far fetched, since break-off worlds dont actually JOIN the empire running the op.
