Design names, and sometimes numbers

I've noticed that in my current game, the Praetorians and the Sallega have run out of design names.
While the Praetorians now use numbers for their new ship designs (like 975), the Sallega simply don't design new ships anymore.
Does anyone have an explanation for this?
