Psychic vs Intel operations?
 

Does anyone know for sure if the psychic trait will automatically foil intel operations? In my current PBEM game my opponent took the psychic trait and also reduced his intel points to the lowest level. I have not had one successful intel operation against him although I have had several successes against AI empires. He is not using counter intel. Sorry for stating the obvious, but this kind of stuff should really be covered in the manual. Thanks.

There is no indication in the ability description that it has this effect and I've never seen a hint of this being included in the benefits. The only one who could really answer this question is Aaron himself, though. It is possible that simple differences in the leel of cunning of your two races could make intel operations harder even if the "victim" has not got active intelligence powers yet.
