Ressource ConVersion

How does ressource conVersion works?
In the window I enter the order to convert 2000 Organics to 1000 Minerals and then I click OK. Nothing happens, nothing changes.

Does this facility is non-functional or does it simply don't work when playing with finite ressources?

You can see the changes in your empire window where expensives and income are counted. Strangely, you only seem to need one conVersion facility to convert as much ressources as you need.
