Shield Regenerator V Size

Is the Shield Regenerator V supposed to be 30 kt instead of 20?

It strikes me as odd that all stages go up 5 points of regeneration per level but the Last gets larger as well. This makes it do 25% more regeneration for 50% more space, which means it is an inferior choice to the Shield Regenerator IV.

I'm editing it in my own files to be 20 kt but I was curious if it was supposed to be that way or if it is just a wee little buglet!
