Rioting Population
Once the population on a planet has started rioting, how do I calm the pleb ? Moving in ships does not seem to work.

A while back, we were told by a beta tester (posting on this forum) that troops incense the population more! 8/
You need to put 10+ ships in orbit over the planet, and the effect isn't always instantaneous. Also, build Urban Pacification Centers (get them through Psychology -> Applied Poli Sci). If you capture a planet, or a system surrenders to you, *immediately* emergency-build one of these on at least one of the planets in the system. That can save you a lot of grief. |

The UPC way isn't always applicable soon, because a surrendered empire can a) be entirely rioting the moment it surrenders to you, so you never get a chance, and b) extend far-enough away that with the non-refueling colony pods, it'd take a 50-100+ turns. So you'd have to manually dictate a specific path including resupply depots periodically for any to make it in a reasonable amount of time. The ship method should probably be based on kt or other metric of power of ship, not just number. 10 DUC-I escorts should be a LOT less effective at stopping riots than a single DN with acid globules, napalm, neutron bombs and a tectonic bomb. If they riot for years, and refuse to assimilate peacefully, so be it... Intel should still be useable IMHO. When the problem is wide spread, I calculate the need for the planet. If its need is too low, I simply abandon it. End of problem. If the need is high, I move in several transports and upload the population. This leaves 1m on the planet. I then bring in (usually at the same time) 10 to 15 war ships. It takes about 5 or so turns, and the then the rioting stops, and I build EPC's or a Temperal Vacation site. Then drop the pop back on the planet. Sometimes it works very well, other times, it takes some manipulating. Good luck.

Yes, troops now improve planet happiness. Which is kinda odd to see in action, because the largest concentrations of troops are on worlds you'vejust invaded. So now, instead of a world being "angry" or even "rioting" after you've just taken it, they are often "happy" or even "jubilant"...weird. http://www.shrapnelgames.com/ubb/images/icons/icon7.gif I think there needs to be some adjustment for relative races or something. If troops could only bring alien race happiness up to "neutral" level but not further you'd have a much more realistic effect.
And, yes, I've been asking for a "pacification" intel op for ages. Like everything else related to new features, it's catch-as-catch-can while the AI and assorted bugs are being worked on. Who knows when and if it will be done. |

Best way I know of is to send in some troops to quell the riots.
