Borg Variant v1.49c

The updated AI includes the following changes;
Research %'s adjusted to minimise loss of points. Not Connected queue enhanced.
Defense ships eliminated (replaced by modified Kamkaze Attack Ships) - Construction Vehicles file modified.
Armor is allocated as a miscellaneous ability.
Colony ship bug fixed.

Update to Mod-pack Jraenar, Klingons, Praetorian, Romulan, Shadows and UkraTal.

The updated AI includes the following changes;

I'm a published sci fi/horror author from minnesota and I just finished a mod for SE4 1.49 with new technologies, starbase sizes, facilites, and a few tweaks in the technology tree.

New Tech

- Quantum Mechanics & Technology
- Nano & cybernetic technologies
- Android and Industrial Robotics Technology
- One empire race based off everyone else ideas
