Bug report?!?

This might have been mentioned before, but there appears to be a bug in the way the game calculates the grow rate. One turn I start with a population of 6392M and a growth rate of 21%. The next turn I have a population of 6526M which means my population only grew by 2.1% http://www.shrapnelgames.com/ubb/images/icons/shock.gif
How do you report bugs?
