New Facilities & Planet Ordinence Laws

I was just wondering what people thought about this. There is a common problem with this game that it doesn't extract a certain number of organics each turn to represent the race's population eating. I might of thought of way to do this. A housing facility that has some kind of organic maintenance. This facility would also increase a populations happiness and serve as a level 1 or 2 plague prevention center. For those of us who don't use organic it could come in handy.

Another thing I was thinking about was making some kind of planet ordinance laws. They would be built like a facility but not take up any space. Their picture would be some kind of scroll, and by building these ordinances, you could increase security or happiness, or prevent bad events from happening, increase production, increase reproduction and stuff like that. It would be additional things to build on those small planets to keep them occuppied.
These are just thoughts so let me know what you think.

Actually I couldn't find a place to put ordinance laws. Damn well, I'm going to have to wait on that idea.

IMHO I think they are rules that are just there to be there. No real impact to the game. As far as those rules go that just a different verion of the productivity level in SE III
