designing ships

1. how do i add a design to the xfiles

2. how do i make the structure static? like it should the be the same as the tonnage . i don,t need cago bays,because i gutted my destoyer, so i put cargo anywhere i can find, the only problem i have is delivering to systems not on on my charts.
