Hello and a few Questions?
 
All right let's get right to it.

1. My planets are pissed! I have Artisan picked for +10% and an Extra +10% and when I capture a planet or an empire surrenders to me... they all Riot endlessly! I build the "Improves Happiness in sector" things like the Medical one... Nothing helps! It says in the help "Put a few ships there" well I had 20 Cruisers over a rioting planet for 20 turns and more, no effect. HELP!!!

2. I see lots of talk about specific things... but none on General Strategies and ideas. Is there any Strategy guides on SE4 yet?

3. Ministers? Are they worth trusting at all? I mean at some point the micromanagement of 50 planets and all gets tedious. Is it safe at ALL to try them?

1 - planets do get happier with ships. not much, but they do. what really helps is having troops on the ground. also, the temporal vacation service usually stops riots fast. so does the citizen-whatever-complex, the military police/1984 sounding thing. i usually build some unarmed troops on a planet as soon as its captured just to keep it in line. the medical facility does not do much for morale.

2 - sorry, nope. some of the web pages were working on one once.

3 - colinization minister and resupply are not TERRIBLE, planet ministers depend on what you want them to do. if you just want them to max out facilities, they are not the worst if you set the right planet type. if you want them to aid your war production or do anything serious, forget it.

The planets rioting have a lot to do with your happiness type you picked at the beginning of the game. Parking the ships over the planet works best for peaceful types colonizing and building facilities on the planet help them too. So does trade and higher treaties. If you are at War that will hurt the happiness. If you picked neutral anything you do will cause unhappiness doing nothing for a while is the best thing for them don't meet new empires don't make treaties or war. Bloodthirsty is my favorite declare a war, build ships on the planet (before they riot this makes them very happy), win some space battles nearby, but don't colonize or make any trade or better treaties. All the happiness facilities help but no method is fast they all take time to work so always plan ahead and build those facilities fast.

1. Planets that have been conqured or surrendard oftern start out as angry. You "will" need to build urban pacification centers on "EACH" world you take, or if you have temperal technology, build Temporal Vacation and Emitter sites on one world for the whole sector. These work the best.

Another option, if the planets are rioting, move a fleet of about 12 ships to the rioting planet. Within a few turns, the planet will grow happier. Then you will be able to scrap, if needed, any buildings you want, and build the urban pacification center or temperal sites.

This option is the least favorate, but it does work. You abandon the planet. Wait a while, 20 turns, and move people back onto it.

This option is the sick and wrong one, but I do love using it. You up load the population, (no matter what, the planet will always have 1m pop if you do this) onto a transport and either space them, or hold them for about 20 turns.

2. Right now, there is no strategy guide for the game. I am sure that many of us use specific strategies to play the game buy, and those are often discussed here, but no book.

3. Ministers are stupid, but they do have there uses. I use ministers to auto build, and in some case INTEL and research. I also use them for Exploration, and if I am really tired, even other options. Mostly I do not use them except for auto build, and I think I am better off that way.

I thought you only needed one Urban Pacifictation Center per system, not one per planet?
