does taxes influence pop growth ?

I know unrest influence taxes

but does taxes influence pop growth apart from anyother influences(unrest , growth or death scale ...) ?

No it reduces unrest.

The Devs have stated they don't want a 'Sit and Grow' mentality that is why they haven't made growing a strategic option.

What'z the highest population anyone has seen for a province??

I've only seen 31,700
---haven't been able to play that much and there's lots of bad events which attack population.

35570 so far with my home province
(with order 3 luck 3 & growth 3, I haven't got any bad pop event)
