Nebulae Systems

How can I fix\get rid of a nebulae system. I've tried making a star and the game says that I can't and then I try the dissipate storm weapon and that doesn't work either. Is there anyway to have these systems become liveable? Thanks.

You need a nebulae graviton emitter.
