I have never had any problem changing it in all the scenario I've played

have you tried in 2.06? I retested with 'War in Oriana', and I dont get the whole 'Game settings' window for all scenarios!!!

which scenario (not speaking of map without scenario tag) works fine for you? None seems to works for me.

I'm having the same problem with 'War in Oriana' using v2.02.

No choice but to play with the default indep strength (a meager 3) when you play a scenario? Somebody has a different experience?
