Requirements to make hammer of the forge lord?

searched a bit and couldn't find the requirement o.O, gotten a mage up to 4 in earth but he still can't forge it.

There is a file that will help you with your forging found here:

For the Hammer of the Forge Lord it is 3 Earth, 3 Fire to make.
