Holy?

So can anyone explain the "holy" number on the recruitment screen? I reread the manual and searched the forum, but I still have no clue what this is.

it's the number of "holy" or blessable ordinary units (not including commanders) that you can recruit in that province in any given turn.

it doesn't usually mean much, except in your home province if you are pursuing some sort of high bless strategy.
