Fortress Not Producing Units
 

In my Last 2 games, I've had a fortress that would not produce units...They are regular units or leaders, I have plenty of cash and had the resources to produce them in that province...I schedule them to be produced, and the next turn, they are still in the queue...the only common denominator I see is the map I was playing (a user-made world map I got at http://ulm.illwinter.com/dom2/world2.zip...

Anyone else seen this, a bug, or ???

this has happened to me before, and my opponent kindly pointed out the problem. Make sure your Unrest ( middle column of info on the province, 3 down) is below 100. You should be producing units if it is below, not producing if it is 100+.
