3 (more) questions

Just found these two sites and I can't find what they are using the search function. The functions are Increases death and Increase Misfortune. Are these site specific, domain specific or world specific and what do they do exactly? How do I best take advantage or mitigate the disadvantage of these?

Also, I can't seem to figure out how to have my mages cast the same spell every month. It's driving me crazy. Can someone please give me a detailed walkthrough. Remember I'm a noob so simple and detailed http://forum.shrapnelgames.com/images/icons/icon7.gif

<font size="2" face="sans-serif, arial, verdana">The site increases the particular scale in the province it is in. One that increases moves the death scale 1 (or more) towards death. A misfortune increasing site moves the local scale 1 step towards misfortune.
