Affliction Question

Does anyone know if the chance for affliction is based upon Current Hitpoints, or Base Hitpoints?

EDIT: This could "revelation" (for me, because I don't read manuals) could change my SC strategy... high base HP pretenders just became more valuable in my eyes.

Actually, manual says max HP. So if you lose some HP during battle, game will still look at your HP you started with to calculate afflictions. Does it take into account additional HP gained from dominion - I don't know.
