Emergency propulsion on starbases

Is it still (in patch 1.19) possible to put emergency propulsion in SB design and move it to another location within a system.I looked at history.txt for changes done by patches, but this wasn't listed.

is it still possible to put solar sails on sats and have them putt around?

Was that a bug in the demo?

I just tried it under 1.19. Solar sails don't show up in the component list for sats.
