Is Crossbreeding related to Luck scale?

In description there's written that you need luck to get the best crossbreeds ...

It's referred to LUCK as scale ... or that the random crossbreeds are sorted "randomly" so you need to be lucky ...

Yes, it is. With 3 luck there is usually at least one of the better monsters in each batch of regular freaks.

Is that luck scale in the province you cast it in? I seem to remember that only the luck scale in your home province matters for random events, so just curious.
