tip of the turn too quick

Since I need all the help I can get figuring out how to play this game, I'm frustrated that the 'tip of the turn' that is displayed between turns only flashes up on the screen for two seconds. Is there a way to pause this or review those same tips at a later time?

It would be kinda nice if the Messages would stay up longer than 1/10th of a second, but ... One way to get to read them is to play on a huge map - 300+ provinces tend to slow down even turn 1 processing enough to read the tip. http://forum.shrapnelgames.com/images/icons/icon12.gif
