improving the climate of a planet? do the citizens work harder...do they just multiply faster....does it allow the planet to hold more people ?

If you attack a ship with plague bombs..will all of the crew die so you can more easily capture the ship..say using shield stripping weapons ? :-)

Population growth increases with climate improvements.

Some weapons can only hit certain types of targets. Check the info on each weapon to see if it is planet only, ship/planet only, fighter/satellite/ship/planet, etc. I think all the bombs are in the planet only Category.

as Drake said, look at a weapons "characteristics" to be sure it is what ya want/need.

Where are you getting that from? I haven't noticed this effect, and it's not the happiness data file...
