Breath of Winter

Hi,

Is this spell useful for a Niefel Jarl since the Jarl already has "Chill" innate effect?

<font size="2" face="sans-serif, arial, verdana">Breath of winter is a cold aura that causes cold damage to the surrounding units. A chill aura only causes fatigue damage and numbness.
