Is Wrath of God supposed to act underwater?
I'm 95% sure it does, just wondered if the Devs intended it this way.

Sorry, I am an idiot, I thought you meant "wrathful skies", sorry.
Yes, Wrath of God will hurt underwater dwellers. Lightning strikes the surface of the ocean and anyone swimming too close to said surface will be fried. Water is a great conducter of electricity. Um well this is a fantasy world, right? |
