Ghost fleets
I have a turn based game where I switched an AI empire to human control, because I saw some of its ships not moving for a long period. These ships belong to fleets which behave really strange: the ship number is indicated as 60 or 120 in der system map but if you click on the fleet there is only one ship visible. If you choose the "add/remove ships to fleet" menu then there is no fleet at all! And finally all orders (move to) given to the fleet are just ignored!! However if I attack this fleet the missing ships appear in combat normally.

Yes. If you disband the fleet you will suddenly find the ships that you can't see in the fleet. And another group of ships somewhere else will also be freed up. It's some sort of conflict where the AI accidently names two fleets with the same name and gets confused. I've been seeing it for years but cannot figure out when it occurs.

Unfortunately I cannot disband the fleet because in the fleet transfer menu there is no fleet listed! Probably the only solution in my case is to attack these ghost fleets with superior forces and destroy them. |

Or...
Find the other fleet and release that one. That's the other symptom of the bug: one of the 'jammed' fleets is inaccessible. So, there is almost certainly another AI fleet somewhere in that game which is also 'frozen' because it has the same name. Find that one and disband it and both will be freed up. |
