Getting Tech levels

Is there any why or is there an addon comming that will let you learn others tech levels (different types)

If you can capture an enemy ship, you can move it to one of your shipyards and Analyze it (one of the options in the Scrap window). Ship Capture is one of the new Tech areas you get from researching Military Science.

Yes I understand that what I mean is like tech areas that you race do not have IE psyichic attach and such

you dont. not even if someone gives you a ship that has them, or an ally offers you the tech.

You can't get the special racial techniques that way. You have to be able to research a tech in order to capture/find/trade for it.
