Modding EXE

I used to have a great program that would let me mod dang near everything in the data files...formations, sector types, componets etc...(all in the same program) I have no Idea where I got it..Im sure of of of the Forums...but I cant find it now..Can anybody point me to it? I would greatly appreciate it..
