basic questions about simul. strategic movement

If my army and Deccan's army both move into the same independent province, who attacks first?

If my army moves out of my province in the same turn as Deccan's army invades that province, do we fight or not?

That is sort of random...

In general no: All moves are carried out, then battles are resolved. But there are two exceptions:

1) This happens once in magical phase and once in the ordinary phase. So if Deccan teleports into your province while your are moving out normally, then there is a fight.

2) If you are normally moving into the same province where deccan comes from and if he is normally moving into your province, then there is a good random chance that both armies encounter each other and fight in one of those two involved provinces.
