Possible to trade/steal unique tech?

I know the AI has that Neural Computer Interface. Can't seem to ask SPECIFICALLY to trade for it. Can't seem to target it specifically for stealing also. Will the Technology Espionage project be able to target it during one of its random attempt if I ask for "Any Technology"?

You can only get the tech by visiting ruins yourself.

If you have the tech, you can put it in a trade, but the other person will never get it. SJ is correct.
