Ruins II
 
I started a game and when I found some ruins I then set down on the planet then there was a RED (looks like) space port on the planet graphic. i did not see any thing in the fac page and I was having to build space ports.
Also do you need to build 1 on every planet or one per solar system?

If you saw the red icon on the planet after you established a new colony, I think someone determined that to mean you don't have a space port in the system yet. That's just a helpful hint that you won't get the benefit of any resources produced by that planet.

You just need one space port per system.

up to you how many and where to build, but if you want stuff (mineral, radioactives, organics) to go out to the empire, at least 1per system...space port that is.

One spaceport per system is all she needs.
Although, you could select "Does not need Spaceports" in the characteristics set up while setting up a game.

(Yes, I know my spelling is horrible. http://www.shrapnelgames.com/ubb/images/icons/icon9.gif )
