Recruiting without enough resources
Some provinces don't have enough resource points to recruit some of its units. I was under the assumption that you could eventually recruit these units over time as resources accumulate. It appears that resources do not accumulate and you can never recruit some units in some provinces even though they are listed as being recruitable and you can queue them up (but they are never built). Is this working as intended?

Resources never accumulate, but they can be applied over multiple turns. They will be built eventually unless the province cannot produce any resources at all.

The province will slowly build a unit that needs more resources than are available (or a whole queue of units, if you want). All the resources for the turn go toward paying off the unit. For example, say you're trying to get a unit that needs 48 Resources, but the province only gets 5. Every turn your five resources will be deducted from the cost of the unit. So, after ten turns, you'll have amassed 50 resources, 2 more than needed, and the unit will be recruited.

There once was a bug that caused a wrong display of resources within the recruitment screen in such cases, but the actual accumulating was correct. I am not sure whether this bug is properly fixed yet.

I believe this bug has not been fixed yet; the resource figure will not deduce "partial" units from previous turns. So if you need five turns to recruit a commander, the resource display will remain the same for these five turns (a negative number), but you will eventually recruit your commander.
