Very simple question: flying over water
I'm on a isle and i want to exit. I'm forging flying boots but I started to have a doubt: with fb you can start on earth, fly over one territory of warer and land on earth on another isle?

Neighborship of provinces in Dom2 is regardless of terrain, and flying only respects neighborship, so yes, you should be able to leave your island with flying boots.
However, a sea province always restricts strat-move to one, including flyers: Thus if you are submerged, flying boot will not give an advantage to you strategical movement. EDIT: I seem to be wrong here: Flying over water does not work even with water breathing flyers... |

And if I start from land?
Can I move from land to land crossing a water province in a single flying move (like a sailing effect)? Ie: can I go from an isle to another isle divided by a single province of sea? |

It seems to me that no. In Argitoth's game using the cradle map, I could not fly from 131, across water province 135 to 158, 145 or 130.

The way I see it, fly gives you the ability to ignore terrain handycaps and enemy territory handycaps (you can't go through one enemy province to another if there is another one in the middle).
So what it means is that you move through all three provinces (if you have strat move 3), theoretically parking in each province for a few days during the turn (which is a month long). So if your units can't go through water provinces, they can't park in them so they cannot fly across bodies of water. That is more a matter of how you percieve the game, but technically (game engin-wise) it is impossible to fly over sea provinces as if you are sailing over them. |

You could fly over water if you can breathe water... if you cant breathe water than a water province would be considered impassable even for flying.
