can you put in requirments like: requires repair bay, only a certain amount of weapons (like for s special cruiser lets say it needs a repair bay and only 20% can be weapons would that work?) And what about races that have certain techs but other races can steal them can you do that? (not organic and stuff different) HOw would do all this :-d. Thanks guys....mod taking forever hehe. Limit is 4k pikels right?

The only requirements possible are the ones already present.

You can indeed make capturable/tradeable racial technologies. Refer to SEIV Modding 101 Tutorial for a detailed explanation of how to do so:

Add bogus abilities (Palace, Star - Unstable, Drop Troops, etc.) to certain comps and then have the AI design ships/units that require those abilities.
