Dome of Arcan Warding blocks own mages teleports?

My own Dome of Arcan Warding caused of my mages teleport spells to the home castle to fail. Is this right? Will it block ALL spells 50%?

Yup.

Well, not all; if memory serves, domes don't stop spells originating from the same province. But otherwise, they don't discriminate. The same holds for automatic counterattacks by Domes of Flaming Death and so forth.
