Question about fog of war
When you see an army located on a fort, is it patrolling the province or is it actually located inside the fort? Or does it represent both together?

It represents both. On a related matter, if you besiege a castle, you will need a spy (or an equivalent unit) to get a report on the defenders (a scout may be enough though); you will not get any automatic report.

The assumption may be that when the castle is not besieged, the defenders will be moving in and out of the castle and about the province, thus being relatively easy to count. When the castle is under siege, everyone retreats and stays inside, thus you need a spy to learn anything.
You'd think troops on the walls could be counted at least. You do actually need a spy, not just a scout. |
