Tactical Combat in a PBEM Game

Is it possible to use tactical combat in a PBEM game? If so, can someplease please tell me how to switch this option on? I've only been able to use strategic and I have not selected the 'No Tactical Combat' box in the game settings.

Tactical combat is not an option for PBEM games.
