Tooltips / popup descriptions

I can see what looks like a lot of command buttons, but I have no clue what they do or what the tiny icons could mean.

Is there some way to have a description pop up when you mouse over the buttons? It would dramatically shorten the bottom of the learning curve.

Have you checked in Options to make sure Tooltips is turned On? Or are you talking about having a 'summary' of what the 'label name' is telling you when you mouse over?
