referee\'s-eye view of the map?

Is there a way to get a view of the map where you can see all nations at once? I'm trying to lay out 10 starting positions in a fair way for our 2 vs. 2 vs. 2 vs. 2 vs. 2 game, and it is tricky. It would help if I could place all ten nations and then eyeball the whole map and see how all of their starting positions look.

Oh I know -- I'll give ownership of every province except for the 10 starting provinces to one nation, and then I'll play as that nation.

Also, you could make a game with Victory Points, and haver 0 random ones with just the capitals having victory point.
