Happiness and captured populations?
 
If you have a race with a +20 percent happiness modifier, will that cancel out the 20 loss for "other races"? (I want to know if I still need troops or other ways to keep them from rioting.)

Using +20% happiness is a terrable waste of points. I would set it to 90% and place troops on all your planets. Use facilities such as the Urban Pacification Center (UPC) and or religious facilities if you take the trait.

Personally, using +20% for happiness is something that I would NEVER do. It is really a huge waste of points. My $0.02 worth.

Unfortunately I took over an abandoned race as a replacement player in a PBW game which gave itself a 10 percent happiness modifier, so it's too late to follow your advice. http://forum.shrapnelgames.com/images/smilies/fear.gif

There has been some theorizing that the happiness trait actually works in 5s (like Environmental Resistance), so 120% is only a bonus of 4 to happiness. It would explain the seemingly low affect of the trait, though I do not know if it is accurate.

If it's any help to you, 50 happiness and 51 ER do not make happiness go down naturally, but 45 happiness and 51 ER (or 40 happiness, I forgot) do make happiness go down. In the first example, we have a -19 modifier, and in the second one we are down to -21, by following that theory, so it looks like it's correct.

On another note, I have yet to see captured provinces actually be unhappy, but it may be just because the effect isn't anywhere severe enough to matter.

Races you capture use your races modifiers.

Yes, but they'll still have that minus to their percentage for being controlled. I haven't any clue as to how the happiness trait works, but my solution is to always build a urban pacification center, or similar facility, in the system. Of course, most of the games I've played I colonize like mad, and I usually have room to spare on a planet,
