VC infantry squads are classed "commando scouts", not "guerilla" ?

OK, so? Not all are classed as Guerilla . It's not carved anywhere in stone they should be. If you are referring to my post regarding smoke grenades that was a generalized statement. VC are usually but not always, classed as "Guerilla". Sometimes OOB designers are tricky. By classing some of them as Commando scouts they are now "sneakier" than regular infantry. Some VC are classed as "Engineer support squads" so they get a tweak for being "engineers" and some are just plain old 'Guerilla Inf support" There's a lot of variety in the game. Not all unit classes behave the same way, We like to use that diversity to make the game interesting.
