slave matrix question

I give my commander a slave matrix, and he doesn't follow orders. What's up? Can I get him to follow orders by giving him a master matrix (what's it called?)

A slave matrix makes someone into a communicant, standing around to provide their fatigue to the communion master. I'm not sure what the exact effects are on their behavior and ability to follow orders.
