Manual - "Playing A Campaign" - paragraph beginning "Important Note, the date maxima and minima are 'locked' .. "

What armies are you trying to create a campaign with?.

Are any of them short-timers that stop in 1990, (Like East Germany which ceases to exist on 9/1990) thus the maximum end date wil not advance past that end date?.

Manual - "Historical Design Notes" has the start and end dates of the nations in a table.

Cheers

Would it be much trouble to have the countries, date and number of battles customized as an ini value for generated campaigns?

You should set the end of the campain first, and after that the beginning of the campain. That way it would work until 2020.
The thing is - the end of campain should not be earlier than beginning.

Nope - as then the player could enter incompatible countries (by start or end date) into the set of 4.

The default set in the CD edition (and which will update in the download edition) is now 4 "long timer" OOBS based, in order to avoid the problems that some folk had with the initial set chosen which had short-timers (both East and West Germany) in the mix.

The new default will be USSR as human, versus UK, USA and Canada I think. All are available through the full period.

Cheers
Andy
